How this World works
Method applied to edition 2026-08, dated .
Begin with the project
The use case is the public interface. One project can cross municipal assistance, utility incentives, county programs, state mechanisms, federal rules, tax effects, workforce support, financing, and advising without requiring the visitor to know the program names first.
Each program is stored once. Project pages explain why that canonical record appears; they do not copy or change its amount, dates, lifecycle, contacts, or source evidence.
Separate the mechanisms
- Price reduction
- Grants and rebates may lower an approved project cost.
- Capital now
- Loans and property assessments are repayable financing.
- Recovery later
- Tax credits, deductions, and classifications affect later tax or property value only when controlling requirements are met.
- Expertise
- Assessments and advising can reduce uncertainty without paying the implementation cost.
- Workforce and revenue
- Case-managed reimbursements or contracting help are not general project grants.
Evidence and verification rules
Material claims use controlling sources: the official agency, program administrator, application, statute, regulation, tax instruction, or other authority that controls the specific claim. A live-looking page alone does not prove that funds or intake are open.
- Existence, amount, eligibility, geography, lifecycle, dates, economic effect, repayment, application process, and stackability require supporting evidence.
- Program verification and contact verification are separate. Program, application, and contact verification are separate records and checks. A verified program can remain visible when its contact is explicitly marked unverified or not located; this bounded contact exception never permits an invented email, phone number, or address.
- A program page and an application are separate records. Apply appears only for a current, independently verified application.
- Material dates and their consequences appear in the record. A visitor should not need to leave the World to learn that a lead expired or went on hold.
- This World does not determine eligibility. Missing facts produce questions or confirm-first treatment, never a hidden score or exclusion.
- We never infer stackability, a combined total, approval, award likelihood, or tax value. Unknown combinations remain questions for each administrator.
Lifecycle and public treatment
Current/rolling and current/deadline records may be worth checking now. Advertised, case-managed, uncertain, or investigation-needed records require confirmation first. Narrow programs remain specialized possibilities. Closed, on-hold, and legacy records remain dated historical warnings.
When controlling authorities conflict, the contradiction remains visible and the more conservative treatment controls until a human resolves it. Conservative status is never upgraded by a stale page or by missing visitor answers.
Stewardship
Volatile local, utility, workforce, deadline, and on-hold records are reviewed monthly or sooner; financing structure, property-tax rules, tax provisions, navigators, parcel boundaries, and scam guidance are reviewed at least quarterly. Every record carries a last-verified date and a next review date.
