Useful records require precise limits
Training is not certification. Certification is not authorization. A completion record may document learning without guaranteeing employer recognition, and a pathway can show possible next steps without promising an outcome.
Access and friction
The access ladder describes the stated threshold without treating safeguards or role requirements as pointless obstruction.

Free to start
Every record names the exact no-charge starting action, who may take it, any account or registration requirement, what the learner receives, and known later costs. When an authoritative source is silent, later cost is marked unknown rather than assumed free.
Evidence hierarchy
Public claims rely first on agency or program pages, official catalogs, official course pages, and official regulations or program documentation. Discovery sources can help find a lead, but cannot establish cost, eligibility, prerequisites, duration, outcome, accreditation, or current status.
Broken links and conflicting sources
A broken link never triggers deletion. It creates needs investigation, preserves the last verified information and date, and adds a visible warning. When sources conflict, the prior verified claim remains available with an uncertainty notice until a reviewer resolves it.
Monthly stewardship
This is a human-reviewed monthly edition, not a live scrape. Each sweep checks authoritative availability, the exact free start, access and registration, outcome and evidence earned, downstream costs, changed URLs or ownership, and purpose and pathway relationships. Research enters review before it changes public data; an approved edition is an exact snapshot.
